CINMENA and ICRIN

Text of CINMENA’s ratification of ICRIN

WHEREAS we, the authorized representatives of the Confederation of Indigenous Nations of the Middle East and North Africa (CINMENA), declare that :

  1. CINMENA was built upon the same principles as those enshrined in the International Covenant on the Rights of Indigenous Nations (ICRIN) and ratification of ICRIN is incumbent upon every CINMENA nation as a condition of membership.
  2. The International Covenant on the Rights of Indigenous Nations (ICRIN) affirms the status of Indigenous Nations of the Middle East and North Africa as sovereign nations with the  right to administer their own lands and resources under autonomous tribal governments.
  3. ICRIN affirms that general welfare benefits provided by the governments of Indigenous Nations of the Middle East and North Africa to their members are within the rights of their autonomous governments.
  4. ICRIN affirms the rights of indigenous people to protect their lands, culture and language.
  5. ICRIN helps indigenous nations to build and maintain their own criminal justice systems, claim legal jurisdiction over lands and resources and fully exercise their inherent legal jurisdiction over all persons within the tribe’s territory.
  6. Civic participation by indigenous citizens is essential for CINMENA autonomous governmental bodies to operate and exercise their legal rights.
  7. Governments customarily provide honoraria to citizens who engage in civic participation related to operations essential for ensuring the transmission and protection of a community’s culture and history as well as the long-term viability and health of its citizens.
  8. Indigenous Nations of the Middle East and North Africa have their own unique histories, customs, traditions and relationships with the lands with their own customary laws, governmental institutions and leadership.
  9. The Indigenous Nations of the Middle East and North Africa have long depended on their lands and land-based resources to support their way of life and have made great sacrifices to repossess and maintain their homelands.

NOW THEREFORE BE IT RESOLVED THAT:

  1. The Confederation of Indigenous Nations of the Middle East and North Africa (CINMENA) does hereby ratify and adopt the International Covenant on the Rights of Indigenous Nations.
  2. In accordance with the principles of the International Covenant on the Rights of Indigenous Nations, the Indigenous Nations of the Middle East and North Africa shall defer to their own principles when defining their respective customs, traditions and ceremonial practices.
  3. Under the terms of the International Covenant on the Rights of Indigenous Nations, the Indigenous Nations of the Middle East and North Africa shall preserve and protect the environmental and cultural resources of its members and provide a safe, livable homeland for the indigenous peoples.
  4. The Indigenous Nations of the Middle East and North Africa remain unconditionally opposed to any desecration or dispossession and any adverse impact, damage, endangerment, injury or threat to indigenous sacred places, sacred objects and ancestral remains, wherever they are located or held, within or outside the domain of CINMENA nations, by all persons and entities.
  5. We hereby pledge to implement ICRIN’s conditions within six months of ratification.

BE IT FINALLY RESOLVED, that this resolution shall henceforth be the policy of every member nation of the Confederation of Indigenous Nations of the Middle East and North Africa until it is withdrawn or modified by subsequent resolution.

CERTIFICATION

The foregoing resolution was adopted by the leadership of the Confederation of Indigenous Nations of the Middle East and North Africa on February 20th 2021 of the Common Era.
